Hugues Gallou (born May 18, 1940 in Charlottetown, Prince Edward Island) was the Canadian Ambassador to El Kadsre from 2005-2013. A former Quebec separatist (FLQ) and pardoned convicted terrorist, he was one of the FLQ members who kidnapped James Cross, a British diplomat in October 1970.

Cross was released, and Gallou and the other kidnappers were allowed to leave Canada. He returned to Canada in 1980 and served two years in prison. After his release, he opened up a Cuban restaurant in Montreal. He was a member of the Montreal City Council under the Quebec Liberal Party in the 1990s.

Hugues has denounced communism in recent years, and sponsored a planned memorial for FLQ victims. He joined the Quebec Equality Party in 2017.
