The '''21''' rating is treated as an emergency rating used in productions that rely heavily on very strong and excessive discrimination, sexual activity or other controversial matters. Media rated with this rating cannot be aired on television or in cinemas, can only be purchased at specialist shops and, as the name suggests, can only be purchased by those aged 21 and over.
In August 2019, the LRA announced plans of possibly discontinuing the ''11'' rating in September 2019 in favour of introducing a ''9'' rating.
