The block page if a user tries to access a blacklisted site, displayed in both English and Japanese. Currently in use since 2011.

This is a complete list of websites banned in El Kadsre by their ministry of culture. Many of these bans are enacted due to controversy or conflicts with local laws. The two most common causes for sites to become banned is if they promote hate speech & hate crimes or address concerns with piracy. It is illegal to bypass El Kadsre's filtering system under the Computer Fraud and Abuse Act of 1986, also known as CFAA, and violators are subject to disciplinary action. If a user attempts to visit a site blacklisted by the ministry, they will be greeted by a screen stating that they are not allowed to visit the site, with the option of contacting the ministry to whitelist the aforementioned site. However, some websites can become blacklisted on accident, and contacting the ministry will have a good chance of lifting the ban. As of 2010, more than 500 websites have been banned by the El Kadsreian Ministry of Culture, which increased to 7,908 in 2020.

Process[]

In order for a website to be banned, a fellow person must fill out a detailed questionnaire and provide URLs to the site's most graphic or extreme content. The site is then reviewed by three trained "raters", all of which work for the Ministry of Culture.
