The President of Magisteria (French: Président de la Magistère), officially the President of the United Magisterian Socialist People's Republics (French: Président des Républiques populaires socialistes unies et magistérienne), is the executive head of state and the state representative of the United Magisterian Socialist People's Republics. Under the 1977 Constitution, the President is the deputy head of government and is the commander-in-chief of the Unified People's Armed Forces.
The office, first established in 1929 and first formalized by the 1930 Constitution, has been held by Phil Vibert since August 30, 2023. While the power of the president has ebbed and flowed over time, the presidency has played an increasingly significant role in Magisterian political life since the beginning of the 20th century, carrying over into the 21st century with notable expansions during the tenures of Charles Edgar Garnier and Christabelle Sacnicte. In modern times, the President of Magisteria is one of the world's most powerful political figures and the leader of one of the world's two remaining superpowers alongside the president of the United States.
The president plays a leading role in federal legislation, shaping the union's foreign policy, as well working with the Prime Minister in domestic policymaking. The president is elected indirectly through the two houses of the Federal People's Congress for an unlimited five-year term. Attempts to change the process of electing the President through the national popular vote have been made since the Kynaston administration.
Selection[]
Eligibility[]
Article II, Section 1 of the 1977 Constitution sets three qualifications for holding the presidency. To serve as president, one must:
- be a natural-born citizen of the United Magisterian Socialist People's Republics
- be at least 30 years old minimum
- be a resident of Magisteria for 14 years
Election[]
The Federal People's Congress and the Council of Ministers both nominate the president. However, the Communist Party UMSPR effectively makes the nomination, with choices made among Party faction leaders. Although the Federal People's Congress and the Council of Ministers might theoretically submit numerous candidates for the presidency, making the election more competitive, they have always nominated a single candidate for the post.
The president is elected by the two chambers of the Federal People's Congress, which also has the authority to remove the president and other state officials from office. Majority vote are used to decide elections and removals.
